The Government of the Republic of Zambia has embarked on a transformative journey to enhance the operational efficiency, responsiveness, service orientation, and accountability of the Public Service. Major Public Service reforms have been implemented since the early 1990s aimed at improving service delivery; however, the absence of a comprehensive and standardized change management framework has contributed to impeding their effectiveness.
It is for this reason that the Secretary to the Cabinet, in February 2025, officially launched the Zambia Public Service Change Management Framework and its Toolkit to provide a structured approach for managing and sustaining diverse change initiatives across the entire Public Service. The Framework underscores the Government’s commitment to improving the delivery of public services.
In order to embed and ensure smooth implementation of the ZPSCMF in Local Authorities, The MLGRD, through Chalimbana Local Government Training Institute, has been mandated to orient and build the capacities of all 116 Local Authorities in the identification and implementation of change initiatives. In line with this mandate, the first cohort of ten (10) Change Agents from Mansa Municipal Council was trained from 2nd to 6th February, 2026. The rest of the LAs are expected to undergo the training between 9th February and 30th April, 2026
